Welcome to the High Commission of Canada to Barbados and the Eastern Caribbean!

It is my honour and privilege to represent Canada in the Caribbean, a region with which we share innumerable personal and professional connections that are longstanding, vibrant and thriving. I arrive in Bridgetown eager to learn more about this diverse region, its people and cultures, to build on the efforts of my predecessors, and to advance the Canada-CARICOM Strategic Partnership.

The High Commission of Canada in Barbados is responsible for the bilateral relationships with seven independent nations—Antigua and Barbuda, Barbados, Dominica, Grenada, St. Kitts and Nevis, Saint Lucia, and St. Vincent and the Grenadines. It also engages with the Organisation of Eastern Caribbean States. It oversees some aspects of Canada’s relations with three British Overseas Territories—Anguilla, Montserrat, and the British Virgin Islands. Consular services for Canadian citizens extend to include Sint Maarten, Sint Eustatius and Saba, and the extends to Martinique and Guadeloupe. Canadians visiting or living in the region are encouraged to to receive the latest country-specific advice.

Canada has longstanding relationships with Barbados and the countries of the Eastern Caribbean as members of the Organization of American States, the Commonwealth and—in the case of Dominica and Saint Lucia—La Francophonie. We maintain enduring relationships based on a shared commitment to democracy, the rules-based international order, and respect for human rights. We share a collective commitment to advancing the United Nations Sustainable Development Goals and achieving Agenda 2030.

Our substantial cooperation is built on many shared values and interests. As High Commissioner, I will work diligently to advance our common priorities including fostering inclusive societies, building sustainable economies that work for all, bolstering regional security, and supporting climate resilience. Canada stands firmly with our Caribbean neighbours as we navigate and address the complex geopolitical, security, and environmental issues before our global community and chart the path forward for a more secure, resilient, equitable and prosperous future.

While I am new to the Caribbean, I bring with me considerable hemispheric experience having served in Mexico, Colombia, Chile and the United States in various international business development and trade policy roles over the course of my 20-year career with ¶¶ÒùÊÓƵ. I look forward to working with our dedicated team in Bridgetown as we serve Canadians and engage with the peoples and the governments of Barbados and the Eastern Caribbean to strengthen Canada’s bilateral, regional and multilateral relationships in the years ahead.

Biography

Ms. Brenda Wills was appointed High Commissioner for Canada in Barbados and the Eastern Caribbean in August 2024. Prior to her current appointment, she served as counsellor and senior trade commissioner at the High Commission of Canada to Singapore (2021 to 2024); Counsellor (trade policy) at the Embassy of Canada to Mexico (2019 to 2020); Counsellor and senior trade commissioner at the Embassy of Canada to Colombia (2016 to 2018); First secretary and trade commissioner at the Embassy of Canada to Chile (2011 to 2015); and as second secretary (trade policy) at the Canadian Embassy in Washington, D.C. (2007 to 2010).

High Commissioner Wills’ most recent assignment at headquarters was chief of staff to Canada’s Chief Trade Commissioner and Assistant Deputy Minister for International Business Development at ¶¶ÒùÊÓƵ (2020 to 2021). Previously, she worked in the Trade Policy and Negotiations Branch, first on negotiations with the European Union and the European Free Trade Association (2005 to 2007), and later the Trans-Pacific Partnership negotiations as deputy director for communications and stakeholder engagement (2015).

Ms. Wills is Red River Métis. She holds a Master of Science in Sustainable Development from the University of Sussex, and a Bachelor of Commerce (Honours) in International Business and Marketing from the University of Manitoba.
