Ulric Shannon, Ambassador-designate of Canada to the Arab Republic of Egypt

I’m honoured to have been appointed Canada’s ambassador-designate to the Arab Republic of Egypt, in a year when we are celebrating 70 years of diplomatic relations. Having begun my diplomatic career as a political officer in Cairo from 2004 to 2006, this return to Egypt at the head of a large and diverse embassy team is an especially rewarding moment in my journey, and it proves the famous Egyptian saying: “Those who drink from the Nile must return to it” (اللي يشرب من النيل لازم يرجعله تاني).
Canada and Egypt share a rich history of diplomatic and cultural relations that continue to flourish. Since establishing formal ties in 1954 both nations have fostered cooperation in areas such as trade, education, and people-to-people exchange. Over the last 40 years Canada has invested more than a billion dollars in Egypt to promote sustainable economic growth, to equip young Egyptians with the skills to succeed in the job market of the future, and to develop and enhance social services. Canada has also been Egypt’s partner in fostering regional peace and stability, starting with the first UN peacekeeping mission in 1956, the brainchild of Canada’s then-foreign minister, Lester B. Pearson. Since 1985, the Canadian Forces have also provided a continuous presence in the Multinational Force and Observers peacekeeping mission in the Sinai. The diverse Canadian-Egyptian community plays a pivotal role in strengthening these bonds, enriching Canada's multicultural tapestry.
I look forward to working with many Canadian and Egyptian stakeholders over the coming years to further develop this important relationship and to set a solid foundation for the next 70 years of Canada-Egypt relations!
Biography
Ulric Shannon is a career diplomat in the Canadian Foreign Service who has specialized in stabilization and conflict issues, mainly in the Arab and Muslim worlds. In 2016 to 2019, he served as Canada’s consul general in Istanbul, Turkey. In 2019 to 2021, he served as ambassador of Canada to the Republic of Iraq, overseeing one of Canada’s largest development, humanitarian, stabilization, and military assistance programs anywhere in the world. In 2022 to 2024, he was director general for Peace and Stabilization Operations at ¶¶ÒùÊÓƵ. In 2013, he was awarded a Foreign Language Fellowship by Global Affairs to pursue an advanced level of proficiency in Arabic, and in 2022 received the department’s Foreign Language Award for his efforts to promote Canada’s interests in Iraq and to create high visibility for Canada’s contributions to development and stabilization in Iraq, using his Arabic language skills with both traditional and social media. His previous postings have also included Egypt, the Palestinian Territories and Pakistan.
