I am deeply honoured to represent Canada in the Southeast United States, and to lead a dedicated team that promotes trade and investment, provides consular services to Canadians in need, and fosters close cooperation between Canada and our region of Alabama, Georgia, Mississippi, North Carolina, South Carolina, and Tennessee.
As the closest of friends and allies, Canada and the United States have a mutual commitment to shared security and shared prosperity through our partnerships in business; security and defence; innovation; academia; culture; and energy and environment, not to mention the millions of cross-border family and friendship connections.
Every day, over US$2.5 billion worth of goods and services and around 400,000 people cross our shared border. Trade between Canada and the six states that the Consulate in Atlanta covers was valued at over $US 61 billion in 2022 - a 20% increase over the previous year. And in Georgia, where Canada has been the state’s #1 foreign export market for over three decades. Hundreds of innovative Canadian companies are active across the region. New to the market is the iconic Tim Hortons brand whose beloved coffee, donuts and baked goods debuted in Columbus in 2023, and will soon open in Atlanta and throughout the U.S. Southeast.
Economic development across our two countries is important, but our partnership, goes far beyond that. We engage with elected officials, non-governmental organizations, universities and colleges, and sports and cultural organizations. Canadian Armed Forces personnel serve and train together with U.S. military forces at numerous bases and installations across the U.S., protecting our shared continent.
We, along with our Honorary Consul in Raleigh, North Carolina, are committed to strengthening the spirit of cooperation and collaboration that has long characterized the relationship between Canada and the U.S. Southeast.

Biography
Rosaline Kwan is a multilingual diplomat with over 25 years experience in international trade and foreign policy. As Canada’s Consul General to the Southeast United States, she oversees the dedicated team stewarding the bilateral relationship between Canada and the states of Alabama, Georgia, Mississippi, North Carolina, South Carolina, and Tennessee.
Prior to arriving in Atlanta in October 2023, Consul General Kwan, was the Director of Operations at the Privy Council Office of Canada, supporting the Prime Minister and Cabinet, and advancing Canada’s foreign policy and trade interests across the Americas and the Indo-Pacific region.
In that role, she promoted the enduring partnership between Canada and the United States, including President Biden’s visit to Canada and the 2023 North American Leaders Summit.
Ms. Kwan served as the Director General for Trade Sectors at ¶¶ÒùÊÓƵ where she worked closely with numerous Canadian companies in global markets across key sectors, including clean technologies, infrastructure, information and communications technologies, aerospace, automotive, life sciences, financial services, and creative industries.
Previously, she was Executive Director at ¶¶ÒùÊÓƵ responsible for Southeast Asia, where she oversaw Canada’s multilateral engagement with Asia Pacific Economic Cooperation (APEC) and the Association of Southeast Asia Nations (ASEAN). She facilitated economic and security partnerships in the region, as well as trade and investment.
Ms. Kwan grew up in Montreal and has lived and worked as a diplomat in New Delhi, Taipei and Beijing. She holds an International Masters of Business Administration from the University of Ottawa and a Bachelor of Science from McGill University (Math and Computer Science). She is married and is the mother of a daughter and a son.
