Message

It is a great honour to represent Canada in Ho Chi Minh City, Vietnam’s most populous city and a global economic and cultural centre.

Canada established diplomatic relations with Vietnam in 1973, opening an Embassy in Hanoi in 1994 and a Consulate General in Ho Chi Minh City in 1995.

The Consulate General offers consular, trade, visa and other services to clients in Vietnam. Our consular section provides assistance to Canadians living and travelling in Vietnam, including passport, notarial, and emergency services. Our helps Canadian companies export to Vietnam, taking advantage of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and supports Vietnamese companies looking to invest in Canada. Canadian are provided to those who want to visit or at one of its top educational institutions (more than 16,000 Vietnamese students already study in Canada every year). Promoting Canadian culture and values is also a priority of the Consulate General. In addition, Canadian provincial representative offices (i.e., British Columbia and Saskatchewan) that are co-located within the Consulate General are also contributing towards expanding and deepening long-term cooperation and mutually-beneficial partnerships between Canada and Vietnam in various areas.

Canada and Vietnam enjoy strong friendship and people-to-people ties, including over 275,000 Canadians of Vietnamese descent, and Vietnam is Canada’s number one trading partner in ASEAN.

Biography

Annie Dubé (BA [Business Administration], Laval University, 2001; MBA [International Business], Laval University, 2003) joined the Department of Foreign Affairs and International Trade in 2003. Her assignments at Headquarters include director of the Aerospace, Automotive, Defence and Information and Communications Technologies Practices Division from 2017 to 2018 and, most recently, director and senior departmental adviser to the minister of international trade, export promotion, small business and economic development from 2021 to 2023. She has served twice in Mumbai, including as consul general from 2018 to 2020. Other diplomatic postings include assignments as commercial counsellor in Bern and first secretary and trade commissioner in Seoul.
