Steel safeguards - import permit application process
Guidance for Canadian steel importers on how to apply for an allocation and for shipment-specific import permits for products subject to safeguards.
How to apply for an allocation:
- Step 1: Review Notice to Importers No. 983 to see if you are eligible for an allocation.
- Step 2: Familiarize yourself with the key dates to ensure that you submit your application on time.
- Step 3: Submit the allocation application form 3145 – Steel Tariff Rate Quota during the intake period by email to steel-acier@international.gc.ca.
- Incomplete applications will be returned without action.
- If you do not have an Export and Import Permits Act (EIPA) file number, you may submit an Application for an Export and Import Permits Act (EIPA) File Number (PDF version, 168KB) form to ¶¶ÒùÊÓƵ. Although you may submit an application without an EIPA file number, it is highly recommended that you obtain a number in advance. EIPA file numbers are also required to apply for shipment-specific import permits.
- Note: It is important that you provide complete, accurate and truthful information in any application. This information will be considered to determine your eligibility for an allocation and the amount of your allocation. Providing false and misleading information is a contravention of the Export and Import Permits Act.
How to apply for shipment-specific permits
- Step 1: For all applicants to the residual pool, please consult the to determine if any quantity remains available under the applicable TRQ residual pool. For all allocation holders, please skip to Step 2.
- Step 2: Either retain the services of a customs broker to have the broker submit an Application for an Import Permit () via the Export and Import Controls System (EICS) or provide the Application for an Import Permit () by facsimile to 613-996-3205.

- Note: Shipment-specific permits for quota under the residual pool are issued on a first come, first served basis. Importers may apply for a permit up to five days in advance of, and no later than, the shipment’s arrival.
- Note: Shipment-specific permit applications may be routed if sufficient quota is not available in the residual pool. All routed applications will be held in a queue on a first come, first served basis. Should quota become available during the remainder of the quota period, routed applications will be issued on a first come, first served basis.
