Recommendation 1: In Canada’s response to the Rohingya crisis in Bangladesh, focus on efforts to improve Rohingya refugees’ self-reliance while still pursuing complementary solutions to repatriation, as well as addressing humanitarian needs.

The India, Bangladesh, Sri Lanka, Bhutan, Maldives and Nepal Division (OAK) and International Humanitarian Assistance Division (MHI) agree with this recommendation, pending funding.

General:

1.1 The Department will seek Treasury Board approval and funding for a third three-year phase of the Rohingya Strategy (2024-2027). This third phase would continue to build the resilience and meet the pressing needs of Rohingya refugees in Bangladesh as well as impacted host communities. It would seek incremental VOTE 1 and VOTE 10 funding to support programming and advocacy in Bangladesh.

Focus on efforts to improve Rohingya refugees’ self-reliance and complementary solutions torepatriation in Bangladesh:

Subject to approval of a third phase of the Rohingya Strategy, OAK will:

1.2 Develop and seek approval for new projects built on Phase 1 and 2 successes that advance the self-reliance of Rohingya refugees and host communities, including on issues such as climate change adaptation/mitigation, sexual and reproductive health services, education and skills and livelihoods training. At least one of these proposed projects will support innovative and locally led efforts for a more sustainable response (i.e. localization).

1.3 Support and explore complementary solutions to repatriation. Support IRCC plans to increase annual quotas for resettlement referrals by supporting IRCC operational engagement in Bangladesh, leveraging diplomatic channels to support sustainable resettlement, and diplomatic engagement with Government of Bangladesh to establish predictable and efficient processes including exit permits. Explore other complementary solutions by engaging with at least 4 other countries to discuss solutions and advocating for them to consider resettlement and other pathways.

1.4 Sustain visibility for complementary solutions and refugee needs though high-level engagement and by providing a platform for Rohingya voices, with the objective to mobilize support of international community and Canadians. Propose/support high level participation and advocacy messaging at 2 international events per year (for example, at UNHCR Rohingya donor conferences, annual UN High Level Week Rohingya event, and the annual launch of the humanitarian plan).

1.5 In addition to regular cross-stream planning (diplomatic, development, security, and humanitarian), hold an annual in-depth planning session to map out opportunities to advance common objectives and share programming and advocacy best practices, lessons learned, results and tools. Responding to humanitarian needs:

1.6 Provide humanitarian assistance in response to 2024 and 2025 annual humanitarian appeals, proportionately to Canada’s response across the globe, to address the humanitarian needs of vulnerable populations in Bangladesh.

1.7 Leverage available mechanisms such as humanitarian drawdown funds as required and appropriate to respond to deterioration of the humanitarian situation or sudden-onset humanitarian emergencies affecting vulnerable populations in need in Bangladesh, including Rohingya and other minorities.

Recommendation 2: Identify ways for Canada to target the underlying causes of the conflict and political instability in Myanmar and support lasting solutions to the Myanmar and Rohingya crises.

The Southeast Asia Division 2 (OSC)/YNGON and Peace and Stabilization Operations Program (PSOPs) Programs Division (IRG) agree with this recommendation.

Focus on democratic efforts and continue to support inclusive and sustainable peace:

2.1 Support the aspirations of the Myanmar people and engage with the full range of pro-democracy stakeholders advancing and modeling a democratic peaceful and inclusive vision for Myanmar, including high-level engagement. (Continued diplomatic advocacy and engagement via statements and coordination; 1 event per fiscal year)

2.2 Provide leadership and develop programming on peace and conflict response (e.g., CFLI, PSOPs), and provide support for accountability and human rights at YNGON, HQ and multilaterals, in partnership with GAC’s mission network. (Canadian vice-chair and chair of Joint Peace Fund, FY 24-25; accountability efforts including continued sanctions)

2.3 Complete a review of PSOPs posture in Myanmar and propose a way forward to continued and future support, including perspectives from our FPDS, Development, CFLI, PSOPs and Locally Engaged Staff in Missions (Embassies and High Commissions) involved. This will allow PSOPs to assess its value added and ensure future contributions maximize impact.

2.4 In line with Canada’s FIAP and WPS agenda, IRG will provide targeted support to multilateral organizations, civil society groups, and community-based organizations, who emphasize the full and meaningful participation of women, minorities, and marginalized communities in conflict prevention and resolution and in advancing a future peace process.

Focus on regionally-driven political solutions to the crises:

2.5 In advancement of Canada’s Indo-Pacific Strategy and the Canada-ASEAN Strategic Partnership, engage in regular dialogue and continue to support GAC’s regional and multilateral missions in advocating for ASEAN-led/driven efforts to address the ongoing crises. (1 session per year or based on needs)

2.6 Support effectively ASEAN and its resolute efforts to address the Myanmar crisis through the ASEAN Five-Point Consensus (5PC), and to advocate for full and timely implementation of the Five-Point Consensus and continued downgrading of Myanmar representation at ASEAN high-level meetings and fora.

2.7 Support and advocate for effective multilateral and UN efforts and for effective leadership and coordination across regional and multilateral bodies in the interest of cessation of conflict, response to humanitarian needs, restoration of democracy, and accountability and human right protections, including advancing efforts at the UN, HRC, ILO on Myanmar, and exploring future coordinated sanctions efforts.

2.8 Lead on diplomatic efforts in the broader region to ensure understanding of the interlinked crises and encourage efforts to advance durable and inclusive peace in Myanmar and find durable and sustainable solutions for the Myanmar and Rohingya.
