General
What documents constitute a complete application package for this call?
Only the documents listed in the "How to submit your application package" section of the call page will be considered at this stage.
Can a public or government organization be considered a local partner?
Yes. ¶¶ÒùÊÓƵ's General Terms and Conditions for Contribution Agreements define 'local partner' as an organization established in a recipient country participating in the implementation of the Project pursuant to a Sub-Agreement. The applicant must therefore ensure that the local partner(s) involved in the project will be able to meet the requirements described by the General Terms and Conditions, including the establishment of sub-contracts and/or sub-agreements (Article 10).
Is it permitted for a non-signatory organisation to affiliate with multiple applications?
Yes. An organization can be a non-signatory partner for more than one proposal. All organizations applying as signatories or non-signatories must be prepared to fulfill their commitments in more than one project if these projects are selected for funding.
What language can we submit our application package documents in?
As indicated on the Call page, application documents must be submitted in one of Canada's two official languages, English or French.

What is the geographic scope for this Call?
As indicated on the call page, your proposed project has to take place in Honduras.
How are concept notes intended to complement the Sembrando Oportunidades program?
To better understand the Sembrando Oportunidades program, please refer to the call page. Once you have familiarized yourself with the program parameters, it is up to each organization to present its own complementary strategy.
As indicated on the call page, this Call seeks to thematically complement existing Sembrando Oportunidades programming. That programme focuses on increasing the economic prosperity of smallholder farmers and youth workforce development.
In section 3, does each example of a past project have to be worth $5 million or more and last five years or more?
Yes. Each example of a past project presented in section 3, must have a budget of $5 million or more and a duration of five years or more.
How can I know if my proposed project-specific outcomes are acceptable and/or relevant?
The key elements concerning the results are already indicated on the call page, in the "How we evaluate your application" section. The selection of applicants who will be invited to submit full proposals will be based on these criteria. Preference may be given to applications that incorporate one or more of the elements listed in the "Additional guidelines" section of the call page and in the Results-Based Management for International Assistance Programming at ¶¶ÒùÊÓƵ: A How-to Guide.
Are projects allowed to provide sub-grants (for example, “seed capital or funds”) to project beneficiaries to help with business development, to invest into their micro and small sized business upon completing project-related training activities?
Yes, sub-granting is eligible, however the organization or any intermediary must not use project funding to make financial investments, such as investing in equity, making loans or providing financial guarantees; or, pay for activities that may result in reflows (revenue or profit generation) or may increase the value of the organization or any intermediary. Furthermore, the eligibility of all sub-granting activities is assessed at the negotiation phase.
Application Process & Eligibility
In section 3 "Organizational capacity", what is meant by "recent experience"?
For this call, recent experience refers to experience acquired prior to 8 years ago in carrying out international aid projects in one or more of the action areas in Canada's Feminist International assistance Policy. See the call page for more information on the targeted action areas.
Past projects that started longer than eight years ago are permitted as examples, however only the programming that has taken place within the past eight years will be counted.
What should my organization do if we want to demonstrate that we have the necessary experience to respond to this call?
In section 3, "Organizational capacity" of your concept note, you must demonstrate that your organization has recently (within the last eight years) worked on the implementation of international assistance projects in one or more of the fields of action highlighted in the document.
Past project examples used must include one project with a minimum of three years of programming in the Latin American and the Caribbean (LAC) region (with preference given to recent experience in Honduras). Past project examples used must be valued at $5M or more, with a duration of five years or more. Not all project examples need to be from the LAC region.
What is the maximum number of pages for the concept note?
Content of completed concept note applications must not exceed 6 pages in English and 7 pages in French. For further details, please refer to the instructions in the form available on call page.
For demonstrating past project experience, must the applicant have been the "lead" organization (either a primary signatory or co-signatory within a consortium) in order to use that project as an example of past performance?
As indicated on the call page, the applicant(s) must demonstrate that the organization has recently worked on the implementation of international assistance projects.
It is up to the applicant to describe how the project(s) example(s) provided meet the experience requirements as presented in the section "Required project experience" from the Call page.
Will concept notes submitted before April 17 be given priority assessment?
Organizations that submit their application by Wednesday 12:00 p.m. (noon) EST April 17, 2024, will be informed after submitting their application if they comply with the minimum requirements of the call (eligibility). Please see the "Project eligibility" section of the call page.
Is this call open to non-Canadian organizations?
No, organizations eligible for this Call must be legally incorporated in Canada with a Canada Revenue Agency business number. Your organization must have an office, employees, and/or board of directors in Canada.
If your organization is an Indigenous organization in Canada, it must provide supporting documentation on its history, and governance, and/or ownership structure.
If there are several co-signatories, is it mandatory for each organization to present an example of a previous project in the "Organization's capacity" section?
As indicated in the concept note form, the signatory must provide at least 1 example of a recent past project in the application form. In the case of a consortium, the example(s) provided may come from a single signatory or from several co-signatory organizations. Canadian organizations that do not meet the project experience requirements are encouraged to partner with other applicants.
