We believe that the EU deforestation measure is an important issue, and we share many of the concerns raised. We believe this issue is worth substantive discussion. We look forward to discussing, including in the upcoming TBT committee. Canada will contribute.

Informal General Council on Way Forward for MC13

I will focus on the question at hand rather than delving into the substance. Our view is that the path to success at MC13 is through working on a short, focused list of decisions.

We should seek to make progress where possible, but should also be comfortable with the possibility that for some issues the best outcome for MC13 will be to solidify the progress we have already made. We should also set ourselves on the path for future progress. Canada agrees with Australia regarding the difficult international context we find ourselves in and stresses the value of substantive engagement between ministers on trade-related challenges.

We agree that we should have some form of outcome document for MC13, but we think it should be more of a framing document that connects the outcomes we have achieved and solidifies progress. We do not need to repeat what we did at MC13, and we do not need a vision statement.

Finally, we should guard against outcomes that set us back by only providing new flexibilities. Seeking new or expanded flexibilities while not also building on the rules in a holistic manner is not a path to success.
