Statement of Canada - Trade Negotiations Committee – Dec. 12, 2023

Thank you, Chair. I’d like to warmly welcome DDG Hill.

Canada has outlined in various details and format what success at MC13 looks like to us. I will not repeat myself.

We’ve been working hard, but now it’s time that we work smart. We need to find a way, working with capitals and with each other, to use the time between now and MC13 to make progress wherever possible and to truly engage each other on substantive issues of economic importance to Members at all levels of development, such as agriculture, with an eye to the future.

Canada is ready to support the Secretariat and the UAE in preparing for MC13. We would ask that they be more transparent and involve the broader membership in the planning and provision of details. This will not only help us prepare but will help us help the UAE to host a successful ministerial conference.

Canada’s ambitions for the WTO remain high. We want a successful MC13, but also do not want short-term goals to distract us from longer term progress. For Canada success at MC13 would mean locking in what we have achieved so far and setting up for future progress while continuing to support the rules-based trading system.

We remain prepared to carefully consider the calls for new flexibilities from developing Members provided requests are targeted appropriately. However, we firmly believe that we must proceed in a holistic manner that also builds and strengthens the rule-based system.

Chair, I also want to thank all of the negotiating chairs, including the GC Chair, you, and coordinators of the JSIs. It’s been an intense few months. A bit of drama is not a bad thing, but it must be coupled with respect and sincerity. This is not always the case, as I have witnessed myself. I appreciate the efforts made by these chairs to move us forward to success in our work.
