Requests for Protective Policing Services

Circular Note No. XDC-7028 of January 26, 2017

The Department of Foreign Affairs, Trade and Development (Office of Protocol) presents its compliments to Their Excellencies the Heads of Diplomatic Missions and notified Chargés d’affaires, a.i. accredited to Canada, and to the Heads of International Organizations and other offices established in Canada, and wishes to draw Their Excellencies’ attention to the following recommended best practices when requesting protective services from the Royal Canadian Mounted Police.

Event security

For events such as national day receptions and other official functions, requests for security should be directed to the Office of Protocol (Diplomatic Corps Services Division - Diplomatic Security Liaison unit). While such requests have customarily been submitted on paper, the Diplomatic Security Liaison unit has established a dedicated email inbox (security-liaison-securite.xdc@international.gc.ca) to allow the expedited transmittal and processing of these requests. This inbox may also be used to submit any inquiry pertaining to protective policing services or policies, or for liaison services with police across Canada.

Note:

It is recommended that missions submit all requests for security services no less than 72 hours prior to the event to ensure that the request can be evaluated appropriately.

Demonstrations

Information or concerns regarding planned demonstrations may also be shared with the Diplomatic Security Liaison unit through the email address above. While both the RCMP and the police service of local jurisdiction will be duly informed of all available details, it should be noted that it is the local police that will take the lead role in managing events that take place in public places.

Requests for police assistance

In case of an emergency, dial 911 immediately.

For non-emergency requests for services, please contact the closest 24-hour RCMP Operational Communications Centre (OCC). For instance, in Ottawa or Gatineau, please contact the OCC for the National Capital Region at (613) 952-4200.

The Department would appreciate it if this circular could be made available to all staff members, including staff at consular posts and other relevant offices across Canada.
