Policy

Under Canadian regulation, a foreign State may seek a licence to install and operate a wireless radio transmitter in the premises of the mission. The granting of such licence is discretionary, and is based on the following conditions:

  • compliance with applicable Canadian laws and regulations, namely the .

Application Information

In order obtain a licence to install and operate a radio station in Canada, diplomatic missions must submit a request to the Office of Protocol of Foreign Affairs and International Trade Canada. Such request, along with the completed form, can be submitted by way of Note verbale or by email at Office of Protocol.

The Office of Protocol will subsequently transmit the request to Industry Canada's division responsible for the spectrum management. Licences are then issued by Industry Canada in the name of the diplomatic mission, at the address where the radio transmitter will be operated. The licensing fees normally set out do not apply in respect of a radio licence issued to a foreign State that reciprocally grants similar privileges to a Canadian mission.

Also, a foreign State's licence application will be held by the Government of Canada to imply a commitment on the part of that foreign State to conform to the above conditions.
