1.1 COMMITTEE ON BUDGET, FINANCE AND ADMINISTRATION – REPORT ON MEETING OF 2 JULY 2024 (WT/BFA/221)
1.2 INCORPORATION OF THE INVESTMENT FACILITATION FOR DEVELOPMENT AGREEMENT INTO ANNEX 4 OF THE WTO AGREEMENT - DRAFT DECISION (WT/GC/W/927/Rev.1)
- I take the floor only to note Canada’s support for what has been said by the vast majority of members this morning with regard to the IFDA.
- In particular, we would echo and underscore the impatience expressed by many members that an extremely small minority of members can prevent a majority, most of whom are developing or LDC, from moving forward with incorporation using a mechanism that is in Marrakesh expressly to permit those who do not see the benefits from being bound.
- I urge those that are not in a position to join to urgently find a way to allow the mechanism that is provided for by the Marrakesh Agreement to be used by the vast majority of members who want to realize the benefits of IFD.

2.2 FOLLOW-UP TO OUTCOMES OF MINISTERIAL CONFERENCES: MC13; MC12; MC11; MC10; AND MC9 – STATEMENT BY THE CHAIRPERSON
2.2.1 WORK PROGRAMME ON ELECTRONIC COMMERCE - REPORT BY THE FACILITATOR
- Canada welcomes the resumption of the Work Programme on Electronic Commerce following renewal at MC13, recognizing the value in having sustained engagement on digital trade and e-commerce issues at the WTO.
- We are encouraged by how the Work Programme has been re-energized in recent years, and we thank Ambassador Brown for taking on this role as facilitator, and for his determination to keep up the momentum by scheduling a number of focused discussions.
- There is no shortage of interests that have been voiced in the dedicated discussions, and there has been encouraging engagement from across the WTO membership.
- The most encouraging engagement has come from developing members and groups of developing members.
- We see value in deepening and focusing our discussions in areas that can provide tangible benefits, especially by maximizing experience-sharing, peer learning, and closer cooperation with relevant international organizations.
- Let’s get down to business and see how we can actually operationalize these ideas between now and the end of the year.
2.3 WORK PROGRAMME ON SMALL ECONOMIES – REPORT BY THE CHAIRPERSON OF THE DEDICATED SESSION OF THE COMMITTEE ON TRADE AND DEVELOPMENT
2.4 FOLLOW-UP TO THE 8 JULY RETREAT - REQUEST FROM ARGENTINA; AUSTRALIA; CAMBODIA; CANADA; CHILE; CHINA; EUROPEAN UNION; HONG KONG, CHINA; MALAYSIA; NEW ZEALAND; SINGAPORE; SWITZERLAND AND THE UNITED KINGDOM
- Thank you, Australia, for ensuring that we continue this important discussion.
- As I listen to interventions and think back on the genesis fo this proposal, I can’t help but be reminded that very few of the challenges that the WTO faces are new. The DG said it during TNC, and again this morning: Ambassadors and delegates come and go, but the core issues, and some of the core challenges, remain.
- We need to learn from our past mistakes and breakthroughs- what worked and did not work.
- We need to keep the discussion going to ensure that the progress we have made and the conversations we have had are not lost.
- In this regard, and very concretely, I’d like to ask the GC chair to keep this discussion going, whether through making reform a standing agenda item or appointing a Friend of the Chair to facilitate progress between sessions.
- I would also ask that the Secretariat keep up the idea of reform-by-doing by keeping the document started by Ambassador Molokomme up to date.
- Welcome further discussions on reform issues in any configuration. I am committed to listening to and working with all members to make sure this organization continues to benefit us all.
- Canada as you know has been committed to the idea of reform for years now.
- We want to work with all members to ensure that this organization continues to deliver results for all of us.
2.5 PRACTICAL STEPS TO ENHANCE THE PROCESS FOR THE APPOINTMENT OF OFFICERS TO WTO BODIES -COMMUNICATION FROM CANADA, CHILE AND SINGAPORE (WT/GC/W/950)
- Thank you all for your feedback. I’m glad that we agree that this is an important issue and I appreciate the overwhelming support for a further discussion.
- I’d like to say welcome to Nigeria, who has signed on. Thank you.
- Thank you all for the constructive engagement, especially those of you who have provided concrete suggestions on how to improve the proposal.
- I truly believe that one way we can improve this organization is to do more offering of solutions and less simply reiterating the problems.
- For example, I appreciate those who raised the issue of members who are not part of any regional groups, and offered solutions.
- I would welcome more concrete suggestions from those that raised concerns.
- Lastly, I would just say that it was useful to hear your comments on the language around interim appointments and reappointments.
- For us, these were envisaged only because and if we can’t do what we were supposed to do, as a Plan B. We should do what we were supposed to be doing.
- I offer this as something to think about. Plan A is to do that we were supposed to do and appoint chairs in a timely manner.
- We are ready to engage with others who are interested with a view to bringing this proposal forward in a final manner for decision in December.
