In keeping with ¶¶ÒùÊÓƵ’s policy, the Government of Canada is seeking input from Canadians on the administration of the Tariff Rate Quota (TRQ) for refined sugar exports to the United States under the WTO. Sugar that is wholly obtained from Canadian sugar beets and refined in Canada is eligible for this TRQ.

Who is the focus of this consultation
The consultation is open to all Canadians. Any stakeholders or individuals interested in this issue are invited to provide input as part of this consultation, including but not limited to:
- the Canadian public
- producers, refiners, processors, further processors, distributors, retailers and exporters
- academics and experts
- Indigenous groups
- national and provincial industry associations
- small, medium and large enterprises
- national, provincial, territorial and regional associations
- other interested stakeholders
Key questions for consideration
Your ideas and input are sought on four topics:
- eligibility for an allocation
- allocation methodology
- allocation returns
- penalties
The input gathered through this process will be used to update the administration policy for this TRQ, which will come into effect on October 1, 2021.
